New Land Cover of Scotland - Current Position (Organisational)
Three structural models to achieve Phases I to IV were proposed:
- Model 1: A small consortium of core SE bodies who fund aerial photograph acquisition partnership with a commercial company
- Model 2: Large consortium of core SE bodies in partnership with a Commercial Company
- Model 3: A tri-partite consortium of core SE bodies, a commercial company and Ordnance Survey
Context
The consortium of users could either be wide or small depending on the data acquisition option. If the OS provided the data the implications would be a wider consortium of public agencies and could include OS involvement in the consortium. The implications for a partnership with a private company are a narrower consortium, with potentially higher up-front costs but better returns through sales, a sinking fund for the next image-base, a colour dataset and more copyright control.
