   • Shared copyright of the photos and the permission for derived products for consortium members
   • Rights of access to be in tiers that are reflected in a tiered pricing structure for consortium membership
   • Protection of the sell-on interests of the flying contractor
5. The agreement on the Tendering Arrangement for the itemisation of costs (i.e. everyone has to agree that it is reasonable for the potential contractor to present their own proposals)
   • AP acquisition
   • Digitisation of AP
   • Digital mosaics of AP
   • Ortho-rectified AP
   • The tender has to be advertised and a time scale for the tenders to be determined
